The provincial Finance Department has issued a circular to ensure financial discipline and control government expenditure, directing departments not to exceed their approved budgets.
According to the circular, departments have been instructed not to create any financial liabilities before the availability of allocated funds. Requests for additional grants without solid justification will not be entertained.
The Finance Department directed departments to first utilise their available resources before seeking additional funds. They have also been asked to defer unnecessary expenditures, ensure savings and reassess their spending priorities.
Autonomous institutions have been advised to meet their requirements through their own resources wherever possible.
The circular stated that additional funds would only be considered in cases of genuine and unavoidable needs. Departments seeking additional allocations must provide details of their proposed expenditure, available budget and potential savings.
They have also been directed to submit details of alternative financial resources and possibilities for reallocating funds within their existing budgets.
The Finance Department has ordered all government departments to strictly implement austerity measures.
