63 Sindh BS-15 sub-registrars turn down promotion to grade 17

KARACHI: In an unusual development, 63 Sub-Registrars of the Sindh Revenue Department have declined promotion to the post of Inspector of Registration (BS-17), despite the promotion being offered under the applicable service rules and eligibility criteria.

These Sub-Registrars handle property transfers and the registration of houses, land, and commercial or office properties.

The Sub-Registrars, currently serving in BS-15, submitted requests seeking withdrawal from the promotion process and continuation in their existing grade. The Sindh government has accepted their requests, according to an official notification issued by the Revenue Department on Friday.

The notification said the decision was taken on the recommendation of the Departmental Promotion Committee, which met on May 6, 2026, and with the approval of the competent authority, the Minister in charge of Revenue, Sindh.

Under the promotion proposal, the Sub-Registrars were to be promoted from BS-15 to the post of Inspector of Registration in BS-17. The promotion would also have resulted in an increase in their salaries and allowances.

Sub-Registrars perform key functions related to the registration of properties, including houses, land and commercial or office premises.

The Revenue Department notification listed the 63 officials whose requests to withdraw from promotion had been accepted. They include Zulfiqar Ali Lakho, Javed ur Rehman, Asif Iqbal Chandio, Muhammad Ismail Rahpoto, Asif Ali Sarki, Ahmed Hussain Langah, Muhammad Hassan Zardari, Yasir Hussain Shah, Kashmir Ahmed Dharejo, Liaqat Ali Sheikh, Naeem Ahmed Pitafi, Abdul Ghani Malkani, Aftab Ahmed Kaloi, Abdul Jabbar Sheikh, Manthar Ali Zardari, Zohaib Nazar Gopang, Imdad Ali Qureshi, Shamsuddin Dharejo, Parvez Ahmed, Farooque Ahmed Sheikh, Faheem Akhtar Talpur, Noor Muhammad Jesar, Abid Ali Mari, Muhammad Nadeem Kharos, Faiq Ali Shah, Mujeeb ur Rehman Jakhrani, Ayaz Ali Qureshi, Ghulam Murtaza Pitafi, Zubair Anwar Khokhar, Mushtaque Ali Umrani, Shakir Ali Vighio, Shahid Khan, Mahesh Kumar, Jameel Ahmed Meman, Shakeel Ahmed, Javed Hussain Vighio, Ashfaque Hussain Shah, Muhammad Naeem Phulpoto, Ghulam Mustafa, Nazeer Ahmed Zardari, Shaturughan, Deepak Kumar, Tarique Hussain Magsi, Farooque-e-Azam Laghari, Zaheeruddin Babar, Nazeer Ahmed Umrani, Abdul Jalil Memon, Ghulam Murtaza Patol, Gul Hassan Lund, Nazeer Ahmed Birhmani, Muneer Ahmed Shah, Dost Muhammad, Wahid Ali Rajput, Muhammad Akbar, Amjad Ali Bhotto, Deen Muhammad, Syed Naseem Ahmed Shah, Naeem Memon, Ali Muhammad Junejo, Amjad Ali Sahito, Dolo Khan, Shakeel Mallah and Abdul Nabi Lashari.

The notification further stated that, under Rule 7(4) of the Sindh Civil Servants (Appointment, Promotion and Transfer) Rules, 1974, the officials would not be considered for the same promotion for the next four years from the date of issuance of the order.

The decision has drawn attention on social media, with users questioning why the officials chose to remain in BS-15 instead of accepting promotion to BS-17.
